Yes right now, you can use your GMail account from GMail web interface to make International Call. For example you can make a call from California USA to your friend that live in Paris, France. Of course just like others Internet to Phone Communication, it used VoiP Service

Billing that you have to Pay in GMail

You have to make sure that you enable gmail with chat in your gmail account.
